Regulations
|
|
---|---|
Article 1. | This code shall determine necessary matters concerning performances, judging procedures, etc., of the individual judgment stages of the competition as based on Article 17 of the Sendai International Music Competition Code (resolved on March 21, 2024 by the Sendai International Music Competition Organizing Committee (hereinafter: “Competition Code”)). |
Preliminary Round and Semifinal Round Judgments
|
|
Article 2. | The Preliminary Round and Semifinal Round judgments are carried out to determine which Contestants shall pass on to each stage. |
2. | In the judgments stipulated in the previous clause, the Jury Members shall evaluate the performances of the Contestants by giving scores based on a numerical system (integers) with a minimum score of 1 and a maximum score of 25. |
3. | In the judgments stipulated in Clause 1, the Jury Members shall not take the evaluations from the prior judgment stages into consideration. |
4. | In the judgments stipulated in Clause 1, the Jury Members shall write their own evaluation scores regarding the Contestants’ performances on a Scoring Form, sign the form and submit it to the Secretary General of the Competition (hereinafter: “Secretary General”). All Scoring Forms lacking signatures are invalid. |
5. | After Scoring Forms have been submitted by all the Jury Members, the Secretary General shall immediately calculate the Contestants’ average scores in the presence of the Managing Committee Chairperson, or the Managing Committee Vice-Chairperson or a Managing Committee member designated by the Managing Committee Chairperson. (The total of the scores given by the Jury Members who have conducted valid judgments regarding the Contestant’s performance is divided by the number of Jury Members who have conducted these valid judgments. However, the values are rounded off to two decimal places. The same applies below.) |
6. | The Secretary General shall make a list of the results calculated in the previous clause (hereinafter: “Score List”) and submit it to the Judging Committee. This Score List shall not reveal the names of the Jury Members or Contestants. |
7. | Based on the Score List stipulated in the previous clause, the Judging Committee shall determine those who qualify for the next stage in descending order of the average scores. |
8. | In the case of two or more Contestants having the same average score, the Judging Committee shall deliberate and decide upon the Contestant who qualifies for the next stage. If the Judging Committee cannot reach a decision after deliberation, the decision shall be made by the Jury Chairperson. |
Final Round Judgment
|
|
Article 3. | Judgment of the Final Round is carried out to determine the order of the prizewinners. The Jury Members shall not take the evaluations from the prior judging stages into consideration. |
2. | The judgment stipulated in the previous clause shall be carried out by voting by the Jury Members. All the votes to determine the prizewinners shall commence in order from 1st prize. (One vote per Jury Member. The same applies below.) |
3. | The voting stipulated in the previous clause shall first be carried out to determine whether there is an adequate Contestant as a winner for each prize. This vote by using a form shall be carried out by all Jury Members. Whether there are prizewinners or not for each prize shall be determined by the majority of the votes (an integer exceeding half of the total number of votes. The same applies below). |
4. | If it is determined by the voting stipulated in the previous clauses that there is no prizewinner for a certain prize, the prize in question shall not be awarded. |
5. | If it is determined by the voting stipulated in Clause 3 that there is a possible prizewinner for a certain prize, there shall then be another vote using a form to determine who shall be the prizewinner. This vote shall be carried out by all Jury Members with the exception of those Jury Members who are not able to carry out judgment in conformity with Clause 3 of Article 7 of the Competition Code (hereinafter: “eligible Jury Members”). Prizewinner(s) shall be determined by a majority of the votes. |
6. | If, as a result of the vote stipulated in the previous clause, there are only two Contestants who obtain votes, and if they obtain the same number of votes (two Contestants each obtaining half of the total votes), these two Contestants shall both be determined as the winners for the prize. |
7. | If, as a result of the vote stipulated in Clause 5, there is no Contestant for a certain prize who obtains a majority of the votes, except for the case described in the previous clause, a revote for the top two Contestants shall be carried out by the eligible Jury Members by using a form (hereinafter: “Revote”). |
8. | If, in the case described in the previous clause, it is not possible to determine the top two Contestants, the eligible Jury Members shall, prior to a Revote, arrange in order on a form all the Contestants applicable, and calculate the sum of the rank-order numbers of each Contestant (hereinafter: “Ranking Sum”). |
9. | If, in the case described in Clause 7, there is one Contestant who obtains the largest number of votes and two or more Contestants with the same second largest number of votes, the Contestant who obtains the smallest Ranking Sum in the previous clause shall be selected as top among the second best, and shall be put for a Revote with the Contestant obtaining the largest number of votes. |
10. | If, in the case described in Clause 7, there are three or more Contestants who obtain the largest number of votes, the top two among them shall be selected in the ascending order of Ranking Sum in Clause 8, and a Revote shall be carried out for these two Contestants. |
11. | If the top two cannot be selected using the method stipulated in the previous four clauses, the Jury Chairperson may decide to revote on the three or more Contestants. |
12. | In the Revote stipulated in or after Clause 7, the Contestant who obtains the largest number of votes shall be determined as the winner for the prize in question. |
